Ventura Police Department Introduces On-line Traffic Collision Report Retrieval System and New Records Operating Hours

January 29, 2009

The Ventura Police Department is pleased to announce the implementation of its new on-line traffic collision report retrieval system. Beginning February 2, 2009, individuals involved in a traffic collision and their insurance companies can obtain copies of traffic collision reports via the Internet. Collision reports involving special circumstances, named suspects in hit & runs collisions or fatalities will not be available on-line.

To obtain a report on-line a citizen can go to PoliceReports.US or to the departments web site at www.venturapd.org. Once on the web site the user must enter the police report number, date of the accident and the involved party’s last name. The report is then immediately displayed and available for print. This technology, designed by PoliceReports.US, allows the Ventura Police Department to operate more efficiently while providing enhanced customer service to the community. The cost of a traffic collision report will remain at $17.00.

Also, beginning February 2, 2009 the Ventura Police Department will be limiting the hours the Records Unit is open to the public to obtain police reports and other Records services.

The Records Unit will now be open from 12:00 PM to 4:00 PM Monday through Thursday. Individuals with questions can contact Ventura Police Records at 805-339-4418.

Oxnard: Drive by shooting prevented/2 arrests made

INCIDENT:
Gang Related Arrests
DATE/TIME:
1/28/09 at 1120 hours
LOCATION:
200 block of Everest Street
VICTIM/S:
State of California
SUSPECT/S:
Juan Manuel Rosas, 22 years, of Oxnard
Joseph Michael Peralta, 18 years, of Oxnard

PREPARED BY:
Commander Mike Adair

DETAILS:

On 1/28/09 at approximately 1120 hours, Oxnard Police Officer Ricky Vega was patrolling the Rose Park area of Oxnard when a white vehicle caught his attention. The vehicle was driving slowly towards a group of males standing near a house in the area. The officer recognized the occupants of the vehicle as gang members of a rival gang and proceeded to make a traffic stop on the vehicle. The vehicle made a sudden evasive turn onto another street and stopped.

As Officer Vega stopped behind the vehicle, the front passenger jumped out of the vehicle and ran. Officer Vega held the driver of the vehicle at gunpoint while maintaining a view of the fleeing passenger. As the passenger ran from the vehicle, he removed a handgun from his waistband and threw it to the ground.

Back-up officers arrived and assisted with arresting the driver, Juan Rosas. A short time later the passenger, Joseph Peralta was found a few blocks away and arrested. The gun was located and taken as evidence.

There is little doubt the actions of Officer Vega prevented a potential drive-by shooting.

Both suspects were booked into the Ventura County Jail.

Rosas is being held on a no-bail parole violation; Peralta is facing several charges including possession of a loaded firearm and criminal activity in the furtherance of a criminal street gang. His bail is set at $100,000.

An investigation is continuing.

Oxnard police received a call of a large fight involving a knife in the 1300 block of Commercial Avenue on Sunday (January 18) night at 9:27 p.m. A total of ten Oxnard officers responded to this incident. Upon arrival, officers located a large group standing around an injured subject in the roadway with several unspent rounds of ammunition strewn about him. What officers quickly determined was that the injured party was the suspect in an assault with a deadly weapon, not the victim.

According to statements obtained by officers from parties on scene, Victim and Suspect Mata have had an ongoing feud of some type. Tonight, Suspect Mata walked to the residence of Victim and pulled out a small caliber handgun.

Due to either his inability to properly handle the weapon or his obviously drunken state, Suspect Mata pulled the loaded handgun from his waistband and pointed it at his intended victim, but Mata was unable to effectively deal with an apparent malfunction of the handgun and ejected several live rounds from the weapon onto the ground. Victim quickly disarmed Mata of his handgun.

Mata then pulled out a knife but Victim was also able to wrestle the knife away. During the knife disarming, Victim sustained a superficial cut to his hand from the knife blade. After this confrontation, Mata was restrained by a crowd of nearby residents who held the suspect until the arrival of police. Police quickly recovered the loaded handgun and knife used by Mata without incident.

During his detention by bystanders, Mata suffered several contusions to his face and head. He was treated for his injuries at Ventura County Medical Center and was later booked into the Ventura County Jail on charges of assault with a deadly weapon, possession of a loaded firearm and drawing/exhibiting a firearm in a threatening manner. His bail was set at $25,000.

Victim did not require medical treatment for his injury.

An investigation is continuing.

"We're sending a message to gang leaders across this city," said City Attorney Rocky Delgadillo at a press conference last month.

"If you break the law, we will not only find you, arrest you, and put you behind bars, we will also take away your money, your property, your homes, and your cars. Every penny we strip away will be returned to the neighborhoods."

Drunk Driving Incidents

Reporter: Elidet Reyes 3 Responses
January 10, 2009

At approximately 5:30 this morning, 19 year old Ventura resident, Kristina Schulthies was arrested on suspicion of drunk driving, after crashing into a tree and severely injuring her passenger.

Other unforgettable drunk driving incidents in Ventura County include:

-November's accident in which Lucia Cardoza of Fillmore, crashed her vehicle, killing her 4 year old son.

-A 32 year old caused the death of 5 of his passengers when the vehicle he was driving crashed into a power pole.
(Name was withheld by law enforcement & media.)

-Thousand Oaks resident, Karey Marsh, was struck and killed during her morning jog by Nicholas Lagrotta, 23.  Lagrotta didn't realize he had struck Marsh, until deputies noticed Marsh's shoes on the pavement.  [UPDATE: On April 3, 2009, Lagrotta was sentenced to 6 years in prison & ordered to pay $126,000.]

-Cody James Murphy, 17, was killed when the car he was driving flipped on the PCH.  His blood alcohol level was 0.18.  According to LA Sheriff's Sgt. Philip Brooks, most teens would pass out at such high blood alcohol level.

-A 17 year old from Thousand Oaks was arrested after the vehicle he was driving back from a road trip, crashed on Highway 101.  Ryan Edwards, 18, was killed.  (Driver's name was not released to the media because he was a minor at the time.)

We remind our readers that it is cheaper to call a cab, both monetary wise and safety wise.

The $20-$40 cost of a cab is nothing compared to the loss of a life.
